He rejected media portrayals of Telegram as an “anarchic paradise,” emphasising that the platform actively removes “millions of harmful posts and channels every day.”
Despite these efforts, Durov acknowledged the platform’s rapid growth to nearly 950 million users has created challenges. This surge, he admitted, has facilitated increased criminal abuse, a situation he is committed to addressing. Previously, the FAQ suggested that Telegram did not process requests related to private chats and groups. The new version highlights a more accessible reporting system: users can now flag illegal content directly through a “Report” button available in all Telegram apps. The reporting options include categories such as spam, violence, child abuse, illegal drugs, personal details, and pornography. Additionally, users can request an automated takedown by emailing the link of the offending post to abuse@telegram.org.

Durov also addressed the company’s ongoing engagement with regulators to balance privacy with security. He noted that disagreements with regulatory bodies might lead Telegram to withdraw from certain markets, as seen with Russia and Iran. “Sometimes we can’t agree with a country’s regulator on the right balance between privacy and security. In those cases, we are ready to leave that country,” Durov stated.
